Improving Pathways into Employment
in the Health and Care Sector – Phase 1
This report summarises the findings of Phase One of the More and Different programme, which ran from September 2023 to May 2024 across eight locations in England. The findings draw on over 600 qualitative insights from stakeholders (both professional and by lived experience); as well as analysis of national, regional, and local quantitative data.
The More and Different programme was established to help deliver strategies that enable the NHS and anchor employers recruit and retain a workforce from more of their own locally based communities. In particular to address the barriers to more inclusive employment and career pathways at the levels of both system (eg: ICB) and place (eg: a commutable distance).
There are three objectives for the programme:
More and different – focusing on those parts of the population who are not successfully engaged in health and social care careers at present.
Skills over roles – shifting the focus of recruitment to skills and competencies rather than just roles and qualifications.
Framing – using the anchor powers of an Integrated Care Board (ICB) to enable employment to become a pathway out of health inequality.
The aim of Phase One of the programme was to design a more inclusive employment and career pathway, to enable: successful, evidence– based approaches for recruiting; and holding onto more staff from a wider pool of the local population.
